Description
Sees the world situation becoming more serious; concerned by recent developments in Rumania; Rumanian oil and grain important to Germany; not likely that the Little Entente can be held together; U.S. position today compared to that of England in 1914; it was England's lack of clarity about what attitude she would take that led the Central Powers to start the World War [I]; a clearer and stronger attitude by U.S. today might deter the aggressions of the dictators; U.S. must take the initiative, not only because smaller countries are looking to us, but because it is in our own interests; Russia an important factor in the situation, but difficult to get information on Russian objectives and policies; suggests sending a representative to Russia, with specific instructions from the President and the Secretary to get in touch directly with Stalin and his immediate associates.
