Russian Ambassador [Constantine A.] Oumansky a little more restrained in his statements in last few weeks; gave dinner at Embassy last Saturday and Oumansky and wife were among principal guests; showed film after dinner, "Battle of Russia," one of the series, "Why we fight," and Oumansky was pleased; doesn't intend to cultivate Oumansky beyond reason, but does intend to maintain friendly contact; thinks Oumansky had idea Russia should use material help from U.S., but play the lone wolf in dominating European situation; at same time he made remarks critical of U.S. with regard to Second Front; recent developments beginning with Moscow meeting have made deep impression on him and he seems now to be accomodating himself to new set of circumstances; Russia will play much larger role after the war, both politically and economically; U.S. will emerge from war the preponderant power, but many Americans will have to readjust their thinking with regard to Russia, if the situation is to be handled wisely.
