Miss D'Estinauville reported a conversation with a German officer in Brussels; he asked her what in her opinion the U.S. would do if Germany took over British Islands in West Indies; she replied that she could not speak for U.S. but asked if he had never heard of Monroe Doctrine; Miss D'Estinauville reported she had heard radio speeches by high ranking German officials, who spoke of various areas which must become German because of predominance of German blood; recommends at least one establishment in each country of Europe have an officer with thorough knowledge of the language listen to radio addresses and report to the State Department.
