Regrets Bloom was unable to attend Inter-American Conference in Mexico City; Senators [Tom] Connally and [Warren R.] Austin, Congresswoman Edith Nourse Rogers attended and were very helpful; U.S. delegation had representatives from all Government Departments and from business, agriculture, and labor; remarkable unanimity of opinion for such a varied group; most meetings were open, with press in attendance, and there were daily press conferences; gratifying that conference was so successful; much of the success was due to fine American delegation, though many of the Latin American delegations made signal contributions, particularly [Ezequiel] Padilla, Mexican Foreign Minister who was President of the Conference.
