Visited Vienna with sister for first time in over ten years and noted many changes; Austrians' natural light-heartedness has risen to surface in spite of pressures upon them; economic situation not bad; majority of people (at least in Vienna) would welcome restoration of monarchy, but Germany would regard it as a "casus belli"; Austrian government more afraid of German propaganda and its effect on their people than of actual German invasion; notes reaction against anti-semitic propaganda; Austrians' greatest desire is for national independence, but they are aware of their weakness and need outside help; scheme of a federation with Hungary and Czechoslovakia cannot succeeed in face of German opposition.
