Received Department's instructions to prepare lists of former enemy nationals who might be sources of danger in Mexico, with view to deportation; has forwarded list, but thinks Mexican Government, or any of the other American Governments, should not be approached on the matter until U.S. makes it clear what she is prepared to do about deportation of former enemy nationals within her own borders.
