Leaders of German Government now seriously concerned over economic situation; they want to improve relations with U.S. for financial reasons, but are not prepared to take necessary steps to bring about improvement; they continue to try to convince people that Jews are responsible for all their ills and for the attitude of U.S. in relations with Germany; through Secret Police German Government well informed of state of opinion among German people and increasing disaffection among masses; acquisition of Sudetenland, containing 60 percent to 70 percent of Czechoslovakian industry, did not increase Germany's economic power; Czech industries need raw materials and Czech markets abroad have disappeared; policy of credit inflation no longer effective; last popular loan not fully subscribed; Government has been issuing non-interest bearing notes for delivery of goods for several months; U.S. prepared to treat with Germany in its trade agreement program on same basis as with other countries, but Germany would take everything and give nothing.
