Description
Discusses U.S. program for procurement of strategic materials in Mexico during World War II; to head procurement program services of Floyd D. Ransom were secured; Ransom was American business man who had lived many years in Mexico and was ideally qualified for job; materials procured included metals, agricultural products, and fibers; since contracts were negotiated with Mexican Government, Embassy had over all responsibility, but Ransom carried out the works; contracts were equitable; chief difficulty was with various agencies of U.S. Government, particularly Board of Economic Warfare, which wanted to send people to Mexico who were not qualified for the work, not really needed, and only interfered with negotiations underway.
