Description

Sugar financing bill passed House with only one dissenting vote, and has been signed by President; long delay in getting measure through has had some good effects; long standing difficulties between mill owners and planters have been worked out, and internal administration of Sugar Institute improved; decree law 522 renewed without substantial change; all accomplished without buying a vote; has had assurance from Batista, [José Manuel] Cortina, and [Carlos] Saladrigas that American interests would not be prejudiced; now that sugar bill is passed, hopes to get back to further discussions with Cortina on economic cooperation.
