Discusses Mexican desire to participate actively in war; Mexicans sensitive, and feel slighted that their offer to send Mexican troops abroad has been ignored by Allies; knows difficulties involved in incorporation of another foreign element within framework of army, but something should be done to keep alive the desire to fight in this war and keep the Mexicans' good will; recommends group of five or six Mexican generals be invited to visit Pacific theatre of operations.
