Acknowledges letter of Apr. 12 regarding Smathers' Bill and employment of alien clerks in Germany; [William H.] Smathers has not pressed for action on bill; confident that Geist is handling German clerks situation carefully; Geist should call to attention of all chiefs of U.S. consular establishments in Germany necessity for precautions when dealing with confidential matters; particularly important in visa work that extreme care be exercised; comments on activities of Quakers, especially Rufus Jones and [Clarence E.] Rickett, in refugee work; Quakers have done good work in past, but seem now to be losing perspective.
