Enclosure: See No. 801. According to State Department instructions investigated alleged discrimination in Austria in allocation of rice import quotas on complaint of Louisiana Rice Export Company; to decrease unfavorable trade balance, Austrian government fixed rice import quota for 1936 at 50 percent of rice imported from each country in 1934; believes no discrimination is intended; enclosed table of rice imports shows some inconsistency in application of restrictive quotas, but this is because of more favorable trade balances with some countries than with others.
