Transmitting copy of secret document distributed at meeting of C.T.A.L. (Confederation of Latin American Workers) in Cali, Colombia in Dec. 1944; much reason to believe document prepared in Mexico and carried to Cali by [Vicente] Lombardo Toledano; also reason to believe information in document supplied by Soviet Ambassador in Mexico; inaccuracies, omissions, perversions apparent in every sentence; U.S. is held up as responsible for backward condition of other American republics and Russia is presented as a model friend; recalls memorandum prepared by John F. Melby at Embassy in Moscow regarding Soviet plans; his remarks born out by developments in Europe and Western Hemisphere.
