Reports conversation with [Harry L.] Hopkins; found him favorable to idea of consolidation of Foreign Services under State; Hopkins suggested taking matter up again early in March after President returned from trip South; Hopkins agreed that recommendations should go to Congress from departments concerned, with approval of President; under general reorganization bill, if it passes, President could carry out consolidation of Foreign Services, through an executive order; if bill doesn't pass a separate measure should be submitted which would provide for consolidation; should be made clear at time of public announcement, to forestall objections, that Departments of Agriculture and Commerce would be strengthened rather than weakened by consolidation.
