Ambassador [Oscar] Ivanissevich arrived Apr. 3; greeted him at airport as matter of courtesy but had no conversation with him there; on Apr. 8 talked with Foreign Minister [Juan Atilia] Bramuglia who had been away for about a week; he reported Ivanissevich had seen President Perón on Apr. 6 before Perón's departure for Mendoza and delivered President Truman's message; Ivanissevich called at Embassy last night and told of his conversation at White House and of his conversation with Perón; has not seen Perón since he received Truman's message so does not have his personal reaction or observations, but is informed by Foreign Minister that Perón was pleased with message; he fully understands U.S. insistence on action with regard to enemy aliens, and his Government doing everything possible to locate the last 30 on list; Ivanissevich embarrassed that he had not been better informed on the matter of enemy aliens in Argentina, and Foreign Minister himself could not understand why he had not been informed.
