Description
Meant no personal criticism of McGurk in recent letter concerning sugar for Mexico; gravely concerned over U.S. controls and interventions in economies of other countries; some of the people sent out by various agencies of U.S. Government are subordinates who have no knowledge of the problems involved and cause only confusion and resentment; has managed to keep a measure of control of situation in Mexico.
