Discusses strained relations between Russia and Mexico; Russia hints sabotage in plane crash which killed [Constantine] Oumansky; rumor circulated, probably from Soviet Embassy, that Mexican Government had been asked if Maxim Litvinoff would be acceptable as new Ambassador; [Ezequiel] Padilla reported no such inquiry had been made; Mexican official commenting on rumors said, "Why should Russians want to send such a high caliber man to Mexico, when they already have such a good Ambassador here?" and when asked who, replied, "[Vicente Lombardo] Toledano, of course."
