Enclosed with No. 1653. Spaeth said Department in full agreement with [Ezequiel] Padilla as to need for meeting of American republics to discuss postwar problems; Department could not agree to negotiations of face saving formula leading to recognition of Argentine regime by specified date; has no confidence in any arrangement present regime might agree to; told Spaeth Padilla never expected that any formula arrived at would involve recognition of Argentina, but he hoped that if Argentina complied with certain demands she might be allowed representation at meeting; told Spaeth most important U.S. not give impression of brushing aside Padilla's initiative.
