DescriptionWhile in Washington, talked to President, with Secretary Cordell Hull's approval, regarding possibility of military participation of Mexicans at combat fronts; told President of increasing desire on part of Mexican generals and many of the army to do combat duty; knew President [Avila Camacho] and Foreign Minister [Ezequiel] Padilla favored such participation; suggested to President use of Mexican ground forces not yet feasible or desirable, but a squadron or two of the Mexican Air Force could be useful and would give Mexicans a greater sense of actual participation; President agreed; talked also with General [Henry H. ] Arnold [Commanding General, Army Air Force] and General George C. Marshall, who were in accord; on return to Mexico took up matter with Padilla and President Avila Camacho; President was pleased, but wished to consult others before giving definite answer, meaning General [Lazaro] Cárdenas, his Minister of Defense; Cárdenas will probably raise objections, but with sentiments in country overwhelmingly in favor of participation, he will be overruled; thinks matter should not be brought up before Joint U.S.-Mexican Commission until decision is reached at top levels.en_US
