Spent two days with mother in Fleetwood [Pa.]; expects to have guests and do some entertaining in next three months; believes Congress will be fair in appropriations for the Department; preparing legislation for hospitalization of Foreign Service officers and for putting Retirement Fund on sound basis; still occupied with reorganization of Department; will take up matter of Military Attaché and his aide in the Department and perhaps with War Department; Attaché's reports lack soundness and judgment; believes nothing more can be done to resolve difficulties of Jewish Telegraphic Agency; telegram from Paris indicates German government to take unilateral action in reducing interest rates on Dawes and Young loans; U.S. may have to consider retaliation; U.S. attitude becoming clearer;President's reference to foreign relations in his message to Congress was short, but strong and definite.
