Was surprised to read in morning papers of alleged statements made by President Avila Camacho to the Permanent Commission of the Mexican Congress; accounts varied in the six morning papers but the general purport was the desirability of greater collaboration between Latin American states as opposed to inter-American collaboration; such statements are at odds with everything he has previously said; his comments were probably impromptu and he may have been misunderstood or deliberately misquoted; he is however under great pressure from some factions which are extremely nationalistic and opposed to any collaboration with U.S.; whatever was said there will be repercussions; will call on [Ezequiel] Padilla this morning and try to get some clarifying statement.
