[Hermann] Goering is administrator of the plan, and there is rivalry between [Rudolf] Hess and [Josef] Goebbels on one hand and Goering on the other; well informed banking and business men have no confidence in the Four-Year Plan, and say that Goering will get no cooperation from more radical leaders of the Party.
