Press may see undue significance in Germany's willingness to transfer legacies to America on a reciprocal basis; Germany's exchange problem is growing; transfers of legacies to Germany would be considerably more than transfers to U.S.; the sums invölved are negligible compared to the millions being lost by Americans with business interests in Germany.
