Reviews Argentine progress in matter of compliance with her inter-American commitments; Argentine Congress ratified acts of Mexico City and San Francisco; Government has taken adequate action in matter of axis schools and institutions; Government in process of nationalizing, liquidating, or turning over to Argentine interests 69 leading enemy firms, depending on importance to Argentine-economy; 29 enemy aliens and the 811 crew members of the Graf Spee deported; Government is investigating others, but will deport or punish no one unless adequate evidence is available that he has engaged in activities aiding the enemy; believes within six weeks or two months Argentina's compliance can be considered adequate, and U.S. can resume normal relations with her; U.S. must not try to lay down blueprint for her by giving her a time table to follow or by naming specific firms or individuals against whom action must be taken; U.S. has not taken that attitude with other American countries.
