Reports further developments in plan to send Mexican air squadron to combat zones; General [William E.] Hall arrived Mar. 26 to discuss details with President Avila Camacho; arrangements previously made for U.S. Government to decorate General [Gustavo] Salinas, head of Military Air Force with General Hall presenting decoration; unnecessary that press should learn of other reason for coming; desirable that no public announcement of Mexican squadron participation in combat be made yet; General Salinas would like to lead squadron, but President thought squadron leader should be of same rank as U.S. squadron leaders; he asked Hall rank and rates of pay for U.S. squadron members and average cost of maintaining squadron, indicating Mexico expects to pay for maintenance; President said squadron should be able to report to Texas for training within two months; members being selected now; necessary for President to call special session of Congress to secure approval of Congress before sending Mexican troops outside hemisphere, but he thinks that will be only a formality.
