Carol of Rumania reported that he had been given the necessary visas to enable him to proceed to France, but that suddenly they were cancelled on the grounds that U.S. and Britain did not consider his stay in France desirable; Carol believes French Government would have no objections to his living in France; main objection comes from British and U.S. appears merely to be supporting British in their attitude; reason cannot be political; Carol no longer has political aspirations and is too devoted to his son to do anything to harm his position; Carol hopes Mme. Lupescu's health will improve in France and he thinks he can live more economically in his own property there; interest in situation more than matter of friendship for Carol; it is a matter of human justice; dislikes seeing U.S. support an injustice; hopes Dunn will look into matter; is certain that if President Truman and Secretary Byrnes know the facts they would put no difficulties in Carol's way.en_US
