Sending herewith copy of despatch covering conversation with President [Avila Camacho] on loans to Mexico; Mexico making tremendous effort to help herself, and U.S. should give her as much assistance as possible; told President U.S. would approve $10,000,000 additional for roads, for a total of $30,000,000, and electrification can be considered later; President understood U.S. position in not wishing to approve all three loans at once and said he would instruct [Eduardo] Suárez to complete arrangements for raod loan and discontinue conversations regarding other two.
