Description
Shaddick called before leaving for U.S. today; he spent six weeks in Cuba and traveled about 2,000 miles; is favorably impressed with possibilities; sugar mills have begun some work of rehabilitation; laborers given small acreage and seed and required to grow subsistence crops for their own consumption during off season; Shaddick visualizes plan whereby Cuban Government might cooperate with mill owners in helping to solve dead season problems; main obstacle, lack of qualified agricultural workers; Shaddick hopes there will be tangible results from survey and not merely "another report."
