For Memorandum, see No. 1064. note commenting on Mussolini memorandum; believes it a translation from French or Italian and guesses it was prepared by [Paul] Gentizon, Rome correspondent of Paris "Temps"; conclusions as to Italy's foreign policy and her dependency on Germany seem plausible.
