Information from secretary in Embassy in Buenos Aires; proSoviet propaganda campaign in Spanish language to be intensified in Latin America, with emphasis on literature, art, science, etc. in Soviet Union rather than on political matters; publishing company to be set up; Serqueev reported to have said he was having little difficulty playing off personal ambitions within Argentine Government against opposing forces and utilizing rivalry between U.S. and Argentina; Soviets plan to increase violence of fight against supposed U.S. imperialism, and are instructed to stay alert for examples which can be used to provoke discontent and distrust of U.S. policies in Latin America; leaders of South American Communist Parties were reported to be more docile than expected; Soviet officials reported to be awaiting results of Ambassador Messersmith's conference with Secretary [James F.] Byrnes so that Soviet policy can be adapted to changes in political tactics they expect as result of conference.en_US
