Bullitt]; French sacrificing treaty, convention, and mandate commitments to what they call "military necessity"; they cannot be blamed as they are fighting for their life; French Government thinks U.S. will not come into war and all she can expect is good wishes; her closer ties with England tend to reduce certain types of standard American imports; French feel trade agreement program on shelf for duration of war; appear to be living over again period of U.S. neutrality in last war; Embassy puts up just as great fight for American rights but unable to obtain satisfaction counted on formerly; learned with satisfaction Messersmith staying on in Washington until appropriation matters cleared up; knows Mrs. Messersmith looking forward to getting him to Cuba.
