Pierrepont] Moffat, [Joseph Coy] Green, [Ellis Ormsbee] Briggs, and [Carlton] Savage; Committee recommends (1) section 1 of act providing for arms embargo be repealed, (2) President be given discretionary authority to proclaim arms embargo when he finds it necessary for security and peace of the U.S.
