Discusses probable appointment of Gen. [Lazaro] Cárdenas as Minister of Defense; Cárdenas has no love for U.S. and opposes many of present policies of Mexican Government, but if he is taken into Cabinet he will be obliged to support Government policies, though U.S. may not find cooperation with him easy; thinks President Avila Canacho wanted Cárdenas where he could keep his eye on him; Cárdenas unwilling at first to accept appointment, but has been losing much of his strength recently and he wants very much to stay in the picture; it is rumored that U.S. is urging appointment, but top Government circles know this is not true; maintains friendly relations with President and others in Government, but has never interfered in internal affairs of Mexico; P.S., dated Sept. 2, states appointment of Cárdenas announced to press evening of Sept. 1.
