Thanks Heineman for letter of Nov. 23 and for the memorandum which was enclosed (See No. 1062); recent action of French and British governments in declaring they would not immediately grant belligerant rights to Franco significant; in U.S. majority in sympathy with Loyalist government; Mussolini realizes affair in Spain has lasted too long and will get out if he can do so gracefully; Germany, with her greater interest in the East, is prepared to abandon Spanish venture; Franco, without his principal backers, may find himself in trouble; German movement in direction of Ukraine; had expected more pressure on Belgium and Holland before Germans proceeded toward Ukraine; a principal Nazi told a friend [of Messersmith] that the talk about colonies now silly; colonial question would settle itself when they took over Belgium and Holland; perhaps Hitler felt he should take advantage of what he considers Russia's present weakness and carry through the Ukrainian venture while the time was ripe; American opinion solidified in its condemnation of Nazis.
