Foreign Minister [Stephen] Csáky fears European tension at its height from Middle of August until after Nuremberg Congress; Csáky believes split between Administration and Senate in Washington over neutrality legislation may encourage Germany to act now; Csáky leans over backward to stay in good graces of Germany; his letter to [John Flournoy] Montgomery was intended to curry favor with German Foreign Minister; letter a blunder and has been condemmed in Budapest; Prime Minister [Paul] Teleki much more knowledgeable of West than Csáky and tries to keep door open; he would like Csáky to soft-pedal his friendship-with-Germany policy; has been suggested to Teleki that he request the return of Germans in Hungary to Germany; even if idea were not accepted by Germans, it might make Germans in Hungary less vociferous in Nazi activities; both Csáky and Teleki insist they will keep Hungary neutral in case of war.
