General [William E.] Hall arrived June 10; took him to call on President Avila Camacho that afternoon; President reported plans for air squadron practically complete and most of officers and men selected; squadron ready to leave for training in U.S. early in July; training period will be four months, allowing time for Congress, meeting in regular session in September, to give permission as required by law for men to leave hemisphere; essential there be no publicity until after Congress has given its authorization.
