Acknowledges letters of Feb. 18, 23, and 27; Messersmith's reference to Franz Peter, former Secretary General in Austrian Foreign Office, interesting; Foreign Office will miss him because of his experience and judgment; has discussed Austrian film situation with members of Hays organization in U.S.; they protest increase in contingent fee and feel fee should be abolished; they are dissatisfied that American films should not have equality of treatment with German films in Austrian market; hopes solution satisfactory to producers may be found; read with interest Messersmith's comments on pamphlet by [Raymond Leslie] Buell.
