Appreciates Knox's cooperation in matter of editorial on consolidation of Foreign Services; may be a few days delay in sending plan to Congress; will telegraph when exact date is known; saw many leading business men at meeting last week of U.S. Chamber of Commerce meeting; found all of them interested in consolidation plan.
