dc.descriptionForeseeing leading role U.S. would have to play during and after war, Messersmith and Sumner Welles were convinced of desirability of setting up series of committees outside Department which would collaborate with Department to study problems arising in post war period; Secretary authorized Welles and Messersmith to proceed with setting up of committees; committees were composed of most distinguished men in U.S. in almost every field; remembers specifically Hamilton Fish Armstrong and Isaiah Bowman; committees worked without compensation; as work progressed tremendous scope of studies made by committees became apparent; cannot say how much use was made of the studies when the war was over, but they should have proved useful.en_US
