As Military Attaché, has many contacts with Mexican Army officers; General Gustavo Salinas, Chief of Mexican Air Force, reported that at forthcoming meeting of Joint Mexican-U.S. Defense Commission subject of sending Mexican Expeditionary Air Force into action would be brought up; Mexico interested, he said, in formation of Latin American Air Force, with units from all Latin American countries; he feels himself qualified to lead such a force; is inclined to agree; he has ability, tact, initiative, and much experience; he is also strongly pro-U.S. and pro-Ally; was approached recently by General [Cristobal] Guzmán Cardenás, Chief of Staff of Mexican Army, who asked why Mexicans had not been requested to send expeditionary force although offer had been made; sees some draw-backs from military point of view, but from long-range point of view active participation by Mexicans would further friendly relations of the two countries; in talks with Mexican army officers, has so far been noncommittal, but time approaching when question must be taken up officially and a decision made.
