Realizes Stebbin's concern over consolidation of Foreign Services; under coordination agreements full cooperation not possible; in view of world situation, essential to have most effective machinery for conducting foreign relations; President, State Dept., Agriculture Dept., and a majority of Foreign Service officers of Commerce Dept. approve proposed plan; appropriate legislation to be introduced at next session of Congress and sure to pass; present Foreign Service Officers of Commerce and Agriculture to be brought into State Dept. career service on equitable basis as to rank and salary; persons opposing consolidation doing so on personal or departmental grounds.
