Interest has been aroused in [Prentiss] Gilbert's telegram concerning proposed visit of Dr. Hemmen to U.S. Cannot see what the Germans think such a visit will accomplish--commercial policies of our two countries being so completely divergent. Gilbert also mentioned trip of [Gottfried] Aschmann's also inexplicable to us, unless it be for furthering German propaganda.
