Description

Consolidation of all Foreign Services under State Department accomplished, but that was in pre-war days when members of consular staffs were usually able to fill needs of other agencies of Government such as Agriculture, Treasury, or Commerce, but with outbreak of war picture changed; for example, need for strategic war materials required advice of technical experts not readily available on Foreign Service staff and these had to be called in from outside; they must still go through channels however, to Foreign Service Officer, through Embassy, to Foreign Office; since Foreign Office is responsible for all dealings with foreign governments; even Ambassador, if he wishes to have dealings with Ministry of Commerce, Treasury, or Agriculture, must first go through Foreign Office; there are emergency problems now, and grave problems ahead; but certain channels must be observed to maintain stable relationships between states.
