Thanks Messersmith for his note; coming to Washington soon and will look Messersmith up; read Hitler's anniversary speech with interest; noted he remarked that German soldiers had never fought on American soil except in the cause of American independence and freedom, ignoring fact that thousands of paid Hessians came to America and fought against American independence; brief editorial on subject in New Haven Register might be interesting to Messersmith; believes Hitler and likely Mussolini will be casting covetous eyes on certain sections of South America where there are large German and Italian populations and where natural resources are tempting; thinks U.S. should crystallize its policy toward South America and formulate military and naval program in support of clearly defined policy.
