Spent weekend at Cuernavaca and played golf with President [Manuel Avila Camacho]; [Ezequiel] Padilla leaving for Washington Monday evening; forwarded to Department Padilla's memorandum setting forth things he wishes to discuss; he is anxious to see Welles and [Cordell] Hull and if possible President Roosevelt; hopes it can be arranged; leaders in Mexican Government convinced they must cooperate with U.S. and other American republics in defense of Western hemisphere, but there is apathy among the people, which makes it difficult for leaders to follow chosen policy; they feel if they make a start with economic cooperation they may win support of the people; Padilla must return to Mexico with something practical which can be translated into action.
