Description

Spain must become united and for Spaniards; indications are that Loyalists more unified and stronger behind lines than Franco; U.S. helps with food but cannot supply war materials; had great hopes that through Lima Conference [of American republics] a mediation offer might be made which would be acceptable to both sides, but seems impossible to get 21 republics to agree; glad to see French and British positions strengthened; [Anthony] Eden had warm reception in U.S.; made good impression personally, but many doubt that he is of strong enough character and convictions to lead government of Great Britain in time of crisis.
