Submits program for adjustment; all foreign service, whether diplomatic and consular officers, commercial, agricultural, military, or naval attachés, should be under jurisdiction of State Department; many of routine activities, now performed by agents of other departments, could be performed by consular or diplomatic officers of the State Department; program would result in economy, unity of effort, and effectiveness.
