Gives permission for Dean to read copy of his speech made at Air War College in April; copy now in Allen Dulles possession; sending copy of memoranda which Messersmith wrote in 1937; the Secretary of State had shown it to the President, who wished to circulate it to the Cabinet and others, but asked that the first paragraph be changed and the signature eliminated so that it would appear to come from "a well informed observer" rather than from Messersmith.
