Enclosure: See No. 824. Transmitting translation of Austrian Nazi memorandum; [Josef] Leopold, Austrian Nazi leader, was refused an interview with Chancellor [Kurt] Schuschnigg, but succeeded in submitting memorandum listing Nazi demands; sources close to government say Chancellor may accede to some of the demands; to one unfamiliar with Nazi techniques memo reads like fairly acceptable bill of rights except where the racial and anti-Semitic questions are raised; Nazis met at Graz in Styria on Jan.15 and formed the Osträrkischer Verein, with the blessing of their unofficial leader, Minister of Interior [Eduard]Glaise-Horstenau; they plan to establish branch organizations and eventually seek admission to the Popular Front as a division.
