Suggests Welles read despatch No. 895 before beginning conversations with Cuban delegation; [José Manuel] Casanova called yesterday, disturbed because procedure in Senate in connection with $50,000,000 loan bill so irregular he doubted it would stand up if attacked; he is greatly concerned over loan; he plans trip to U.S. soon; believes advisable Welles see him; Casanova spoke in strongest terms concerning [Pedro] Martinez Fraga, calling him evil genius of Batista and Cuban people; [William M.?] Chadbourne of New York called recently; he had had dealings with Martinez Fraga and found him irresponsible; many of Batista's intimate friends concerned because of Martinez Fraga's influence over Batista; sent word to Batista requesting interview, but has had no word from him.
